Charles Chieppo: Fighting charter-school success

Given the powerful, well-funded interests behind the plan, no one would describe it as the kind of grassroots effort the Founding Fathers had in mind when they dreamed of a dynamic democracy driven by engaged citizens. But you can't help but wonder if L.A.'s charter advocates arrived at their plan after studying Massachusetts's experience.

The Eli and Edythe Broad Foundation and other advocates have developed an ambitious plan to place nearly half of Los Angeles's public-school students in charter schools within eight years. To fund the nearly half-billion-dollar effort, backers plan to tap Broad and several other foundations, along with a number of area billionaires.

Given the powerful, well-funded interests behind the plan, no one would describe it as the kind of grassroots effort the Founding Fathers had in mind when they dreamed of a dynamic democracy driven by engaged citizens. But you can't help but wonder if L.A.'s charter advocates arrived at their plan after studying Massachusetts's experience.

Massachusetts Gov. Charlie Baker recently kicked off yet another battle to lift a state cap of 72 on the number of so-called commonwealth charter schools, which are independent of local school districts and more numerous than the in-district schools known as Horace Mann charters. About 3 percent of the state's public-school students now attend both types of charter schools, which are concentrated in urban areas.

The cap was last raised in 2010, driven largely by the prospect of $250 million from the Obama administration's "Race to the Top" grant program. A thriving charter sector was one of the criteria for receipt of the federal money.

Across the country, there is wide variation in the quality of charter schools. But few would disagree that Massachusetts' charters are the nation's best. One 2015 study, from Stanford University's Center for Research on Educational Outcomes, found that Boston charter schools are doing more to close the achievement gap than any other group of public schools in America. And a 2009 study commissioned by the Boston Foundation and conducted by Harvard and MIT researchers found that the academic impact of a year in a Boston charter school is roughly equivalent to a year spent in one of the city's elite public "exam schools."

And it isn't just Boston's charters. Massachusetts' K-12 public schools are the best-performing in the country, and across the state 18 charters finished first last year on state tests. That's a big part of the reason 37,000 state students are on charter-school waiting lists, a situation that Baker calls "a disgrace."

So why, given the outstanding performance of so many of Massachusetts' charter schools, is it always such a battle to allow more of them? Opposition from superintendents, school boards and teachers' unions is a very powerful thing in what is -- with the exception of Gov. Baker and Lt. Gov. Karyn Polito, who are Republicans -- a one-party state when it comes to officials who are elected statewide.

Opponents make a number of arguments, but the main one comes down to the claim that charters drain money from traditional public schools. In a sense, they do. In Massachusetts, the money follows the student; when a student chooses to go to a charter school, the per-pupil funding goes along with him or her.

But what opponents rarely mention is that districts are fully or partially reimbursed for six years for each student they lose. During the first year, they receive 100 percent of the funding they would have received had the student stayed, then 25 percent for each of the next five years. That fact makes the opponents' money argument dubious at best.

Sadly, dysfunction breeds dysfunction. The resistance that Massachusetts supporters encounter in trying to expand the number and availability of charter schools is familiar to charter advocates across the country. Plenty of that resistance exists in Los Angeles, so the L.A. advocates' effort to do an end-run around democratic processes surprises no one.

In the end, we all lose when promising school reforms are blocked by interests threatened by changes in the status quo. Families are denied educational opportunity, local economies become less competitive because the potential of thousands of students is never realized, and citizens' faith in government sinks even lower.

Charles Chieppo/Jamie Gass: School-test conflict of interest

BOSTON What would have happened if the general manager of the MBTA had also chaired the board of Keolis or the Massachusetts Bay Commuter Railroad when the two companies were competing for the multibillion-dollar contract to operate the T’s commuter-rail system? That would never have been tolerated, and neither should a similar situation that is currently playing out in K-12 education in the commonwealth.

Later this year, Massachusetts Commissioner of Elementary and Secondary Education Mitchell Chester will make a recommendation to the Board of Elementary and Secondary Education about whether to replace the historically successful MCAS test with those developed by the Partnership for the Assessment of Readiness for College and Careers, or PARCC.

The problem is that Chester chairs PARCC’s governing board. As such, he should recuse himself from any involvement with the MCAS/PARCC decision-making process.

Chester serves as secretary to the state board and oversees the process for choosing between MCAS and PARCC. The Department of Elementary and Secondary Education that he heads gathers the information on which the decision will be made and conducts the internal evaluation.

Chester has formed a team of PARCC Educator Leader Fellows within the department. According to a memo from Chester, the PARCC fellows, who receive a stipend, should be “excited about … the Common Core State Standards” and “already engaged in leadership work around them.” The department has no MCAS fellows.

Some local education leaders aren’t buying into the charade that the PARCC/MCAS decision remains an open question. Brookline Superintendent and Massachusetts Association of School Superintendents President William Lupini, in a 2014 letter to the town’s school committee, flatly stated that “MCAS will be phased out in favor of either PARCC or another new ‘next generation’ assessment.”

A strong whiff of conflict tainted the process of choosing between Massachusetts’ previous academic standards and Common Core, which preceded the MCAS/PARCC issue.

The Bill & Melinda Gates Foundation has invested well over $200 million in the development and selling of Common Core. To help inform his 2010 recommendation to the board about whether to adopt Common Core, the three studies Chester relied on were all conducted by Gates-funded entities.

Furthermore, a 2010 WCVB-TV (Ch. 5) report described that he and other department personnel accepted $15,000 in luxury travel and accommodations from Common Core supporters before the board’s decision to adopt.

Gov. Charlie Baker has criticized the MCAS/PARCC and Common Core processes. He told the State House News Service, “I think it’s an embarrassment that a state that spent two years giving educators, families, parents, administrators and others an opportunity to comment and engage around the assessment system that eventually became MCAS basically gave nobody a voice or an opportunity to engage in a discussion … before we went ahead and executed on Common Core and PARCC.”

PARCC is also becoming increasingly desperate, which only increases the temptation to put a thumb on the scale. More than 20 states were originally part of the consortium; that number is now down to seven states and the District of Columbia.

The MCAS/PARCC choice is Chester’s last chance to regain the public’s trust in his department’s ability to manage an impartial, transparent and accountable process.
As chairman of PARCC’s governing board, the first step is to recuse himself from the decision.

Boston becoming a solar Hub

The city has more solar energy per capita than most other major cities in the Northeast, besting New York and Philadelphia by a wide margin, according to a recently released report from Environment Massachusetts.

“For years, state and city officials have championed the growth of solar energy,” said Ben Hellerstein, campaign organizer with Environment Massachusetts. “Now, Massachusetts has a booming solar industry that is slashing the state’s carbon emissions, reducing energy costs and creating thousands of local jobs.”

The report, entitled “Shining Cities: Harnessing the Benefits of Solar Energy in America,” ranks Boston fourth in per-capita installed solar capacity in the Northeast, with more than three times as much solar per person as New York or Philadelphia. Among the 64 major U.S. cities included in the report, Boston ranks 20th for the total amount of solar installed within city limits, far ahead of cities such as Houston, Miami and Tampa.

Solar energy has grown by an average of 127 percent annually in Massachusetts over the past three years, according to the 62-page report, reducing greenhouse-gas emissions and curbing other forms of air pollution. In 2014, Massachusetts installed enough solar capacity to power 50,000 homes with clean energy, according to the report.

Through its Renew Boston program, the city has made it easier and cheaper for residents, businesses and organizations to go solar, with a goal of installing an additional 10 megawatts of solar energy by 2020. Last year, Boston and Cambridge launched the Race to Solar, a partnership aimed at bringing solar power to more nonprofits and small businesses.

The City  of Boston also has an online solar map, in partnership with Mapdwell, a Boston-based  MIT spin-off. This map provides residents and businesses accurate and accessible information about going solar. The tool has mapped all 127,000 buildings in Boston for their solar potential and found that Boston has the potential for 2.2 gigawatts of solar power.

“With some of the best incentives in the country, solar makes sense in Boston,” said Austin Blackmon, the city’s chief of environment, energy and open space.

Strong state-level solar policies have played an important role in fostering the growth of solar energy in Boston and across the state, according to Environment Massachusetts.

The state’s net-metering policy allows solar panel owners to receive fair compensation for the electricity they provide to the grid, Hellerstein said. Community shared solar projects are helping many families to access the benefits of solar energy, even if they rent their home or their roof can’t accommodate a solar installation.

The Levedo Building, in Dorchester, and the Old Colony Housing Project, in South Boston,  are among the affordable housing developments that have installed rooftop solar panels.

“Solar power makes sense for a low-income community like Codman Square: It helps to lower resident energy costs, helps residents stay in place in their homes, and protects resident health by reducing air pollution, all while helping the city reach its climate-change goals,” said Gail Latimore, executive director of the Codman Square Neighborhood Development Corporation. “The Levedo Building, generates about 25 percent of its total electric consumption from a rooftop solar installation.”

Current legislation places a cap on the amount of solar power eligible for net metering, and the limit for solar projects in the National Grid service territory was recently hit, Hellerstein said.

Last month, some 120 supporters of solar energy, including advocattes for low-income  people,  business leaders, public-health advocates environmental activists, gathered at the Statehouse to ask state officials to take immediate action to raise the net-metering caps. Supporters also delivered letters signed by more than 350 municipal officials and more than 560 small-business leaders asking Gov. Charlie Baker to set a goal of generating 20 percent of Massachusetts’ electricity from solar by 2025.

The state’s solar industry now supports more than 12,000 jobs, according to Environment Massachusetts. More people work in the solar industry in Massachusetts than in any other state except California.
