Llewellyn King: The deluded Trump backers in my old N.E. mill town


In the neighborhood where I live in Rhode Island, Donald Trump is a hero. It is a solid, mostly white, community of working-class people.

They are fiercely patriotic, as the many veterans memorials that dot the landscape testify, as well as the solemnity with which they celebrate Memorial Day.

They are religious. Being mostly of Italian and Portuguese descent, they are practicing Catholics. Plaster Madonnas sit on many lawns.

These people -- these good, hard-working God-fearing Americans --  usually vote Democratic in a state that is more unionized than most. There are deep labor movement roots, and a history of struggle between the mill owners and the workers in the days when New England was home to the textile trade.

But sharing the small, neat lawns with Madonnas are blue Trump campaign signs.

These people are a near mirror-image of the working people in the north of England who voted for Britain to the leave the European Union. They are also working class or, as we have abandoned that term, middle-class people who saw their textile industry implode.

In Rhode Island, these exemplary people clearly are falling for the false music of Pied Piper Donald Trump. His wild, anti-trade siren song appeals here, invoking the time when New England was a manufacturing hub and China was place that you read about in National Geographic.

Their twins in the blighted North of England followed another piper with another myth: the former mayor of London and showman, Boris Johnson. He preached freedom from Europe: a halcyon dream of Britain free of entangling regulation from the European administrative capital, Brussels.

Now Johnson’s bluff has been called, and it is dawning on the good people of the North of England (think of it as England’s Rust Belt) that their well-being -- such as it has been -- has been largely as a result of the European Union. The North, much less prosperous than the South, where London holds hegemony, depends on European Union investments and grants. Now free of Europe, they are free to be poor.

In Rhode Island, after years in the post-industrial doldrums, a zephyr of new hope is just rising, and it has attracted part of General Electric Co.’s digital division. It will sit alongside another global mainstay of the U.S. economy, Textron, based in Rhode Island.

So even as Rhode Island is beginning a new chapter, its citizens are flirting with drinking the Kool-Aid being peddled by Trump.

Johnson and others, mostly Conservatives, peddled the myth that Britain was being hogtied by Europe and was yearning to be free and trade with the world – a sharp contrast to the Fortress America  that Trump is peddling, but appealing to workers who, on both sides of the Atlantic, want a fairer shake.

Johnson says: Europe has hindered us and is undermining our national sovereignty. Trump says: The world is stealing from us. Both are political myths: dangerous, toxic myths. Both share a common lack of coherence, as is now so evident in Britain.

The sin of Johnson against the British people is that the campaign was based on lies, and there was no plan for how to proceed after victory: a well-known political trap (see G. W. Bush and Iraq).

No one I know believes that after Trump presumably gets the Republican nomination in Cleveland he will go on to win. But neither did I know anyone in Britain who thought that the country would fall for the wiles of devious leaders who play on patriotism and frustration for their own ends: glorification and power.

The blue Trump signs outside the modest houses  proudly owned on my street may not get Trump elected, but -- and here is the danger -- they may draw his putative opponent, Hillary Clinton, toward the same trade poison that he is advocating. She already has backpedaled shamelessly on the Trans-Pacific Partnership, which she helped negotiate, and who knows what anti-trade deals she will strike with the unions?

When politics is informed by myth not policy, democracies are in danger of hurting themselves. We do not need a special relationship with Britain founded on mutual folly.

Llewellyn King: The new world of work

One thing we think we know about the Republicans is that they take a dim view of waste, fraud and abuse. So how come the U.S. House of Representatives, in Republican hands, has voted 56 times to repeal or cripple the Affordable Care Act, better known as Obamacare?

They've put forth this extraordinary effort despite an explicit veto threat from President Obama. Their repeated effort reminds one of Onan in the Bible, which politely says he spilled his seed on the ground.

It’s a waste of the legislative calendar and the talents of the House members. It’s a fraud because it gives the impression that the House is doing the people’s business when it is holding a protracted political rally. It’s an abuse of those who need health care because it introduces uncertainty into the system for providers, from the insurers to the home-care visitors.

It’s symptomatic of the political hooliganism which has taken over our politics, where there is little to choose between the protagonists.

Republican groups think that Obama is the doer of all evil in the nation — especially to the economy — and the world. Daily their Democratic counterparts gush vitriol against all the potential Republican presidential candidates, only pausing for an aside about the wickedness of Fox News.

Their common accusation is middle-class job woes. They’re on to something about jobs, but not the way the debate on jobs is being framed.

The political view of jobs is more jobs of the kind that we once thought of as normal and inevitable. But the nature of work is changing rapidly, and it cries out for analysis.

The model of the corporation that employs a worker at reasonable wages that rise every year, toward a defined-benefit pension, is over. Today’s businesses are moving toward a model of employment at will; the job equivalent of the just-in-time supply chain.

While more of us are becoming, in fact, self-employed, the structure of law and practice hasn’t been modified to accommodate the worker who may never know reliable, full-time employment.

The middle-class job market is being commoditized, as the pay-per-hour labor market includes everything from construction to network administration. Sports Illustrated — synonymous with great photography — has just fired all six of its staff photographers. Don’t worry, the great plays will still be recorded and the Swimsuit Issue will still titillate, but the pictures will be taken by freelancers and amateurs.

Two forces are changing the nature of work. First, the reality that has devastated manufacturing: U.S. workers are in competition with the global labor pool, and business will always take low-cost option. If unemployment goes up in China, that will be felt in the U.S. workplace. Second is the march of technology; its disruptive impact is the new normal. Accelerated change is here to stay.

All is not gloom. The trick is to let the old go — particularly difficult for Democrats — and to let the new in. There will be new entrepreneurs; more small, nimble businesses; and whole new directions of endeavor, from gastro-tourism to cottage-industry manufacturing, utilizing 3D printing. Individuals will be free in a new way.

Government needs to think about this and devise a new infrastructure that recognizes that the nature of work is changing. The emerging new economy should have simplified taxes and Social Security payments for the self-employed; portable, affordable health care; and universal catastrophe insurance, so that those who are not under an employer umbrella can benefit from the equivalent of workers’ compensation. The self-employed, rightly, fear the day they can’t work.

Rugged individualism has a new face. The political class needs to look and see the new workplace.

Llewellyn King: The Bradlee I knew and the creation of 'Style'

  Ben Bradlee, who died Oct. 21 at  93, did not so much edit The Washington Post as lead it.

Where other editors of the times would rewrite headlines, cajole reporters and senior editors, and try to put their imprint on everything that they could in the newspaper, that was not Bradlee’s way. His way was to hire the best and leave them to it.

Bradlee often left the building before the first edition “came up,” but it was still his Washington Post: a big, successful, hugely influential newspaper with the imprimatur of one man.

Bradlee looked, as some wag said, like an international jewel thief; someone you would expect to see in one of those movies set in the South of France that showed off the beauty of the Mediterranean and beauties in bikinis while the hero planned a great jewel heist.

I worked for Bradlee for four years and we all, to some degree, venerated our leader. He had real charisma; we not only wanted to please him, but also we wanted to be liked by him.

Bradlee was accessible without losing authority; he was all over the newsroom, calling people by their first names and sometimes by their nicknames, without surrendering any of the power of his office. He was an editor who worked more like a movie director rather than the traditionally detached editors I had known in New York and London.

The irritation at the paper -- and there always is some -- was not so much that Bradlee was a different kind of editor, but that he had a habit, in his endless search for talent, of hiring new people and forgetting, or not knowing, the amazing talent already on the payroll. The Post was a magnate for gifted journalists, but once hired, there were only so many plum jobs for them to do. People who expected great things of their time at the paper were frustrated when relegated to a suburban bureau, or obliged to write obituaries for obscure people.

Yet we knew we were putting out a very good paper and, in some ways, the best paper in the United States. This lead to a faux rivalry with The New York Times. Unlike today, very few copies of The Times were sold in Washington, and even fewer Washington Posts were sold in New York.

Much has been made of Bradlee’s fortitude, along with that of the publisher, Katherine Graham, in standing strong throughout the Watergate investigation that led to President Nixon's registration. But there was another monumental achievement in the swashbuckling Bradlee years: the creation of the Style section of the newspaper.

When Style first appeared, sweeping away the old women’s pages, it went off like a bomb in Washington. It was vibrant, rude and brought a kind of writing, most notably by Nicholas von Hoffman, which had never been seen in a major newspaper: pungent, acerbic, and choking on invective. Soon it was imitated in every paper in America.

The man who created Style was David Laventhol, who came down from New York to fashion something new in journalism. Laventhol was a newspaper mechanic without equal, but Bradlee was the genius who hired him.

When I worked at The Post, I interacted a lot with Bradlee; partly because we enjoyed it, and partly because it was the nature of the work. I knew a lot about newspaper production in the days of hot type and he affected not to. That gave Bradlee the opportunity to exercise one of his most winning traits: disarming candor. “I don’t know what’s going on here,” he said one frantic election night in the composing room.

But when it came to big decisions, Bradlee knew his own mind to the exclusion of the rest of the staff. The nerve center of a newspaper is its editorial conferences -- usually, there are two every day. The first conference is to plan the paper; the second is a reality check on what is new, and how the day is shaping up.

At these conferences, Bradlee would listen from behind his desk. But when he disagreed with the nine assistant managing editors, and others who needed to be there, he would put his feet on the desk, utter an expletive and cut through fuzzy conversation like a scimitar into soft tissue. As we might say nowadays, he had street smarts. They were invaluable to his editorship and to his charm.

Llewellyn King: U.S. funds for medical research falling dangerously

Two seemingly unrelated items of medical news: Ebola is devastating West Africa, and may spread around the world, and the entertaining ice bucket challenge has raised $115 million for ALS research.  

The linkage is that both diseases have needed and still need medical research. So do hundreds of other diseases and conditions.

 

The truth is that the amount of money the United States spends on medical research is falling precipitously. It has been hit by budget worries in Congress, sequestration and the decline in research funding by corporations.

 

Leo Chalupa, vice president for research at The George Washington University, said on our TV show,  ''White House Chronicle,'' last weekend that the National Institutes of Health budget for research grants has decreased by 20 percent since 2004. He said that five out of six research applications are now rejected by the NIH, the principal conduit for federal funding of biomedical research.

 

The George Washington University is a member of the Science Coalition, a group of more than 60 of the nation's leading public and private research universities. Since its establishment in 1994, the coalition has advocated for sustained federal investment in basic scientific research as a means to stimulate the economy, spur innovation and drive America's global competitiveness.”

 

The late David Fishlock, science editor of the Financial Times, wrote and spoke elegantly about the problem democracies have in sustaining scientific funding; how they tend to be heavy on the gas, and then heavy on the brakes.

 

The government funds research through its own network of institutes and laboratories, and through grants to universities and corporations. When it comes to capturing the energy and flair of young researchers, the universities are vital.

 

Jennifer Reed, associate professor in the Department of Chemical and Biological Engineering at University of Wisconsin-Madison, said on ''White House Chronicle'' that universities contract with graduate students for five years, but the federal grants for research, when they get them, can be for less time. Reed said this is devastating to the research and the lives of the young researchers. Her funding comes from the Department of Energy and is aimed at using renewable materials to make alternatives to fossil-based plastics; also energy storage.

 

The problem is acute in medical research, most of which has its genesis in grants made by the NIH. Contrary to popular belief that medical funding is shouldered in the private sector, Chalupa said pharmaceutical companies often have narrow interests in particular drugs for particular conditions. “They have shareholders to answer to,” he said.

 

But it is not just funding that bedevils research, it is politics as well. Good projects are canceled and bad ones are incubated, depending on their appeal to particular constituencies. For example, fusion research has been lavished with money compared to other nuclear research needs, including the increased use of nuclear medicine to save lives and suffering

 

Also the government funds research through many agencies, and this often reflects local or political pressure. Some researchers have found that they have to shop for funding, from NIH to the Pentagon to the National Science Foundation. Others have turned to crowd-funding, including the famed virus hunter Dr. W. Ian Lipkin, who directs the Center for Infection and Immunity at Columbia University's Mailman School of Public Health. Dr. Lipkin is now in high demand because of the Ebola crisis. But if there had been more work on viruses since the discovery of Ebola in 1976, there might now be a vaccine or other therapy to deal with the epidemic.

 

The United States is still the creative engine of the world. But without steady expenditure, it won't be firing on all cylinders. Chalupa and Reed warned that China is increasing its funding for research rapidly, and is set to overtake the United States.

 

One (or more) patient launched the iced water caper that has been so successful out of frustration with the ALS research effort. It has been creative, but it will not keep the United States as the preeminent home of brave discoveries. Or to help the sick.

  PBS, whose Vatican is Boston's WGBH and  which increasingly targets its programming  to  affluent old people, has cancelled an ad in Harper's Magazine that discusses the Koch family's powerful role in PBS and the network's increasing separation from middle-and lower-inc0me people. The retaliation comes after an article in Harper's discussed what the author sees as PBS's timidity and moral decline.

Llewellyn King: Whether good merger or bad, the M&A kings prosper

  Whether Rupert Murdoch’s 20th Century Fox ultimately succeeds in its $80-billion bid for Time Warner, rest assured the mergers and acquisitions (M&A) industry will do just fine. Very fine, actually.

There is such a thing as the M&A industry, but it is elusive. It has no trade association and cannot be looked up in the telephone directory. But this virtual organization is a power in the land and very, very rich.

It is made up of investment bankers, lawyers, economists, advertising agencies, public-relations tacticians, lobbyists and legal printing firms. They all swing into action like sharks alerted by blood in the water. They are a diverse crew with one thing in common: They do not come cheap.

At the top of the pinnacle are the investment bankers and their pals in the hedge-fund world, who are ready with ideas and capital if it is needed; ready to reap the rewards of arbitrage. These are the elite officers of the Wall Street Brigades; money is their North Star. They have been bred, in the best schools, to expect it as their entitlement, and they are keen to live up to that expectation.

They are retained by both sides in a hostile takeover and, however it goes, their fees will be enough on one transaction to keep them on Easy Street for years. They fly high, shoot high and live high. They are aristocrats in the kingdom of money.

Just below them come the lawyers, droves of them each offering advice on some aspect of the challenge. Each billing more for one hour than most people earn in a week. When working on a big merger, where there are billions and billions of dollars in play, the legal fees run into the tens of millions of dollars -- and nobody cares. Outside of the senior management, who expect to get extraordinary wealthy – hundreds of millions of dollars, at least -- in a takeover, it is the bankers and the lawyers, denizens of Fifth Avenue and the Hamptons, who make out beyond normal dreams of avarice, and do it over and over.

So it is not surprising that it is often bankers who instigate mergers either by pushing the ideas and the finance mechanism on the firm that hopes to be the acquirer, or persuading a firm that it is time to put itself on the market. Once a target is “in play,” as Time Warner is, anything can happen: A white-knight suitor can come along or the vulnerable company can become an acquisitor, as in the way Men’s Warehouse stitched up Jos. A Banks.

If there is a hostile battle, the advertising and public-relations people come in, cajoling shareholders to hold out or sell out. More millions are spent in this effort: No one is trying to save money when the transactions are so large.

The biggest winners are those at the top of the heap: the managements. They own stock options and shares, plus special deals are written to sweeten things for them.

Everyone engaged in the M&A industry makes money when the game is on, all the way down to the caterers, who provide the sustenance when the midnight oil is burning. A merger is a grueling and fun undertaking; the fun of making money under pressure, a lot of pressure and even more money.

Who loses? Certainly the staff of the lesser-partner firm. The conqueror calls the shots and decrees the layoffs, which are one of the principal savings or “efficiencies” of the takeover. There will be less duplication, fewer subsidiary businesses, and fewer facilities that can be consolidated.

The other loser, feverishly denied in advance of the nuptials, is the consumer; the poor stiff who purchases the goods and services that the new entity offers. These may be fewer and, almost certainly, they will become more expensive over time.

Not all mergers are bad. Actually, Rupert Murdoch’s takeover of The Wall Street Journal has resulted in an invigorated newspaper. But anyone, including myself, who has flown on the merged American Airlines and U.S. Airways has nothing good to report about service, pricing, or frequency. I'll venture that the M&A moguls are taking private jets -- wouldn’t you?

Llewellyn King: Give American dogs French rights!

  You are embarking on reading something that is hopelessly one-sided, patently biased and completely partisan. It is plainly and simply a call for equality.

I want dogs in the United States to be accorded the same rights and privileges as they are in France.

I say that if you want to be born a pooch, do it in France. The French dog’s life is tres bonne.

You may think I am barking mad, but I have been studying pampered pouches for decades. In Britain, people have a screw loose about all animals. But in France, the dog is the overlord of all it surveys.

British dogs may get roast beef on Sunday, if they are lucky. Their French equals drag their owners to the patisserie whenever they feel the urge for an éclair or a napoleon. British dogs get a bath infrequently in the family tub. But French dogs go to a salon. Sadly, in America, we outsource the grooming to a chain; not the same as a salon for Fifi the Pomeranian or Jacques the wolfhound. But it is really at lunch and dinner when the French dog struts his or her superior situation: They go to fine restaurants with their owners, and sometimes –Mon Dieu! -- eat their meals on the same china.

In England the lucky few four-footers can go to the pub and, with the publican’s permission, enter the hallowed premises. After some unpleasantness with the same publican’s large mongrel, which always blocks the entrance, he or she will find a spot under the table and hope for a bit of overcooked banger.

It is quite amazing how many dogs will show up in a restaurant in France and, after a few snarls, how fast they will settle down to the serious work of begging for food, or waiting in the certain knowledge that if they have the power over their owners to be taken out to lunch or dinner, delicious victuals will be provided with a loving, “Bon appetit, mon petit chien!” Last month in Paris, I saw a happy dog sitting on a banquette in a fine restaurant.

Dogs in France also are conspicuous on public transportation. You see them on the trains, local and intercity, and the intercity airplanes. Some taxi drivers feel safer with a large German shepherd or Rottweiler on the front seat. I have always though that a dog is superior to plastic dividers and other security devices in these uncivil times.

The French indulge their dogs and owners to such an extent that they have special sanitation workers who ride motorcycles equipped with vacuum cleaners, so that the good citizens do not, well, step in it.

But in America, dogs are defendu, not allowed to darken the door. They are classified as a health hazard. You can get away with dining with your best friend outdoors at some establishments. But mostly, the dear creatures must endure confinement at home while we gorge.

My fellow Americans, can this go on? Can we allow the pampered poodles of France to lord it over good ole’ American coon hounds? Liberte, egalite, fraternite for the dogs of the U.S.A.!
