Hallowell, on the Kennebec River, has quite a reputation for culture.

It’s long been a regional center for the arts for central Maine, with well-known art galleries, theaters,  studiosfestivals, antique stores and locally based artists, and it has  well-known taverns and restaurants, with the downtown area having a high concentration of eating and drinking establishments.
